    Turkey Initiates Anti-Dumping Sunset Review Investigation on Chinese-made PE and PP Waterproof Tarpaulins

    On May 5, 2026, Turkey issued Announcement No. 2026/13, stating that upon the application of Turkish domestic manufacturers, it has launched the third sunset review investigation into anti-dumping measures applicable to waterproof tarpaulins made of polyethylene (PE) and polypropylene (PP) originating from China and Vietnam.
     
    The Turkish customs tariff codes of the involved products are 3921.90.60.00.11, 3921.90.60.00.13 and 3926.90.97.90.29. During the investigation period, the existing anti-dumping duties shall remain in force. The announcement shall take effect as of the date of issuance.
     
    Interested parties shall submit questionnaires and case comments within 37 days from the release date of the announcement.
     
    On January 11, 2008, Turkey launched an anti-dumping investigation against polymeric plastic products as well as polyethylene and polypropylene woven fabric products originating from China and Vietnam.
     
    On November 15, 2008, Turkey issued an affirmative final ruling in this case, imposing anti-dumping duties of USD 1.06 per kilogram and USD 1.16 per kilogram on the involved products from China and Vietnam respectively. The relevant tariff codes covered at that time were 3921.90.60.00.11, 3921.90.60.00.13, 5407.20.11.90.00 and 5407.20.19.90.00.
     
    On December 25, 2012, Turkey revised the final anti-dumping ruling of the case and expanded the scope of involved products. The updated tariff codes included 3921.90.60.00.11, 3921.90.60.00.13, 3926.90.92.00.00, 3926.90.97.90.19, 5407.20.11.90.00, 5407.20.19.90.00, 5903.90.91.90.00 and 6306.12.00.00.00.
     
    Subsequently, Turkey conducted two sunset reviews successively, issuing affirmative rulings on November 11, 2014 and May 6, 2021 respectively to extend the term of anti-dumping duties. The tariff codes involved in the two reviews were 3921.90.60.00.11, 3921.90.60.00.13 and 3926.90.97.90.18.
